Why Fictional Committee?


The main idea behind the new initiative of a fictional committee is to encourage more participation and to familiarize the concept of MUN to new delegates. Since fictional committees are based on TV shows, books or movies, the new delegates are excited to explore more and thus show more interest and initiative to participate.

 

The Rules of Procedure for fictional committees are slightly less restrictive and give enough room to grow, so that a new delegates can get a better understanding of how MUN works.


What happens in a Fictional Committee?


A fictional committee is basically a crisis committee where the delegates will be provided with a crisis situation on the spot which will be updated regularly as the session proceeds. The delegates with the help of structured debate have to come up with solutions for the same while keeping in mind their character policy and help the committee to move forward.

 

 

 

 

 


MONEY HEIST

 

 

Money Heist also known as La casa de papel is a Spanish television series created by Álex Pina. The series traces two long-prepared heists led by the Professor, one on the Royal Mint of Spain, and one on the Bank of Spain. Our committee is based on this famous TV show and the crisis situation will also be based on this theme. The freeze date for our committee will be season 2.

RULES OF PROCEDURE
 

  1. Roll Call

  2. The session opens with a ‘Roll Call’, as the Dais calls your character’s name, you are expected to reply with ‘Present’.

  3. Unlike other UN committees where there is an option to reply with ‘Present and Voting’ which doesn’t apply here as we will not be passing a resolution.

  4. Opening Debate and Setting Agenda

  5. After the roll call, a motion needs to be set to open debate. Without this, the session cannot proceed.

DEBATE


i. Opening Statements:


During a formal debate in UN committees, the GSL (general speakers list) is followed where delegates have an opportunity to share their views with the entire committee. Similarly Fictional Committee follows a procedure where each character gives his/her opening statements with a time limit of 90secs which includes your character’s history and circumstances which led the character to take certain actions in the past and also present their stance or point of view on the crisis provided to them.


Delegates make their speech and once they are done, they can yield their time to either the Dais or to any other delegate. They may also be open to points of information. Usually, the opening speech is a summary of the position paper.


Opening Statements have to be given by all the delegates and therefore it is an inexhaustible list. This will also be done in the presence of the entire committee i.e. before the delegates are divided into separate breakrooms;
After the opening statements the delegates will be divided into two separate breakrooms. One which will be the police side including the rescued hostages and the other would consist of the heisters. However if your character is in a conflict according to the show (eg: Raquel) then you will be given a choice to choose your side before the session start.

 


ii. Semi-Moderated Caucus:

After entering the breakrooms, the delegate has to propose a motion to move into a semi-moderated caucus. In this caucus the delegates will be in semi-formal debate where they will be monitored by the Dais but will not be intervened by them in the discussion. The delegates themselves have to carry out the discussion in an organized manner while maintaining decorum and try to reach a unanimous decision.


The main objective of the caucus is to discuss the given crisis and the future plan of action which will be submitted to the Dais in the form of Joint Directives. The delegates are expected to submit a Directive each time before moving for the break so that the committee can move towards solving the crisis in an efficient manner;

iii. Negotiations:


The two blocks (police and heisters) will be allowed to have negotiations during the session. However only four negotiations will be allowed on each day of the conference.
To ask the Dais for the same the delegate has to raise a ‘motion for Bella Ciao’ and if recognized the committee will move to the main room where the negotiation will be carried out.
During a negotiation only two delegates from each side will be allowed to speak on behalf of their bloc and they will be chosen by their bloc members with the help of a vote. The negotiations can last only up 15mins.


Being a fictional committee the usage of personal pronouns is permitted since you will be representing your character. However all the other points that are used in a MUN conference will be in motion and delegates have to strictly abide by them to make sure that the decorum is maintained. 

 


DIRECTIVES


It is a formal action taken by the whole committee or a bloc that must be voted upon. There are 3 types of directives personal, joint and committee directive. Format for each type is given on the website.


POSITION PAPERS

What is a position paper?


A position paper is a brief overview of your character’s stance and state of mind on the crisis being discussed in the committee. Though there is no specific format the position paper must follow, it should include a description of your characters past life and the action that he/she took and why. It should also specify how your character has ended up in the situation provided in the first crisis update. You can make up your own story line for the lost time between season 2 and the crisis but it should be plausible and should be in order with your character policy. You may also include your solutions to tackle the crisis and steps to move forward.


Each position paper should not exceed one page and should be combined into a single document per delegate. For the Money Heist Committee, position papers are mandatory, especially for a delegate to be considered for an award.

Formatting


Position papers should:

  • Include the name of the delegate, his/her portfolio, and the committee.

  • Be in a standard font (e.g. Times New Roman) with a 12-point font size and 1-inch document margins

  • Not include illustrations, diagrams, decorations, national symbols, watermarks, or page borders.

  • Include citations and a bibliography, in any format, giving due credit to the sources used in research at the end of each topic (not included in the 1-page limit).


Once your position paper is complete, please save the file as your full name followed by the character you will be representing (e.g., John Doe - Tokyo) and send it as an attachment by email, to your committee’s email address, with the subject heading as - “Your Full Name-Position Paper”. Please do not add any other attachments to the email or write anything else in the body.

 


PRESS RELEASE


Press Releases are tools used by committees or individuals to inform “the public” in the crisis about certain facts, or to spread information about ongoing crisis. In Money Heist committee, Press release will be the final document released by the committee which will include all the events that took place and the final result of the committee. It will be written by the winning bloc (police, Heisters) which gives them an advantage to talk about the crisis in their favour and picture the other bloc as the bad side.


However certain points are mandatory to include in the Press release:

  • All the crisis updates given by the Dais

  • The passed Directives

  • Final outcome

Delegates can also use Press release during the committee session to release information to the public about certain facts or even misinformation. Often, delegates may use these to try to influence public opinion against certain plans to help their own, to encourage the public to be safe, to stop protesting or even to get involved with the crisis somehow.
